Mehmed Tevfik Beğ (Biren) was born in Istanbul in 1866/67 (AH 1283); the father's occupation was "Meclis-i Maarif azası". Work began in Istanbul in 1885/86, at about 19, on a first salary of 1,500 kuruş. The annual lists begin in 1897/98, with Mehmed Tevfik Beğ (Biren) as Kudüs Sancağı mutasarrıfı in Jerusalem (Kudüs). For 1898 to 1901 the lists have no entry. The annual lists then follow Mehmed Tevfik Beğ (Biren) to Thessaloniki (Selanik) and Konya from 1901 to 1904. Alongside, the lists for 1906/07 give a second post, in Bursa as Hüdavendigâr valisi. Mehmed Tevfik Beğ (Biren) then moved to Ankara in 1909/10. The last entry, for 1910/11, names Mehmed Tevfik Beğ (Biren) as Şura-yı Devlet Mülkiye Dairesi reisi, with no place. Few officials served in as many provinces; fewer than 6 per cent of the 6,605 officials with a place of service did.
