Mehmed Rüştü Reşid Bey was born in Baghdad (Bağdat) in 1867/68 (AH 1284); the father's occupation was "Asâkir-i Şahane zabiti". Work began in Baghdad in 1881/82, at about 15, on a first salary of 50 kuruş. The annual lists begin in 1881/82, with Mehmed Rüştü Reşid as Bağdad Merkez Kalemi memuru in Baghdad, the birthplace, where the entries run to 1884/85. At the same time, from 1884 to 1888, the lists also place Mehmed Rüştü Reşid in a post with no place named as Şemamek Arazi-i Seniyye kâtibi. Next came Basra from 1888 to 1890. Alongside, the lists for 1889 to 1892 give a second post, in Mosul as Musul Vilayeti Duhan Rejisi başkâtibi. Alongside, the lists for 1891/92 give a second post, in a post with no place named as Suriye Arazi-i Seniyye Komisyonuna bağlı Çiftlikât-ı Hümayun başkâtibi. In place of a title the lists give İstifa (resignation) for 1882/83, 1886 to 1888 and 1889/90.
