Kamil Efendi was born in Bosna. The first annual entry, for 1884/85 (AH 1302), names Kamil as 3. kol pamuk keşfi muharriri (Görevin sona ermesi), with no place. The lists have no entry for 1885 to 1887. Next came Edremit from 1891 to 1893. At the same time, from 1892 to 1894, the lists also place Kamil in a post with no place named as Tahrirat kâtibi. For 1894 to 1896 the lists have no entry. Alongside, the lists for 1893/94 give a second post, in Balıkesir as Evrak kalemi muavini. The annual lists then follow Kamil to a post with no place named from 1896 to 1901, then Söğüt and Zlatograd (Darıdere) from 1901 to 1907. The lists have no entry for 1904 to 1906 and 1907 to 1909. Alongside, the lists for 1906/07 give a second post, in a post with no place named as Tahrirat kâtibi. Kamil then moved to Bursa in 1909/10. The last entry, for 1910/11, names Kamil as Tahrirat müdürü, with no place.

The salary went from 300 kuruş a month in 1887/88 to 1,250 in 1910/11, the peak, when 78 per cent of paid officials earned less. The final annual entry is for 1910/11.
