Life and register readings
Mustafa Hayri Efendi was born in Safranbolu in 1839/40 (AH 1255). Work began in Istanbul in 1856/57, at about 17. The first annual entry, for 1856/57, places Mustafa Hayri in Istanbul as mülazım (ilamat odası), where the entries run to 1881/82. For 1882 to 1889 the lists have no entry. At the same time, from 1879 to 1882, the lists also place Mustafa Hayri in Edirne as Ticaret Mahkemesi reisi. Alongside, the lists for 1881/82 give a second post, in Thessaloniki as Ticaret Mahkemesi reisi. The annual lists then follow Mustafa Hayri back to Istanbul from 1889 to 1894, with a rise to Mahkeme-i Temyiz azası in 1890/91. Alongside, the lists for 1890 to 1894 give a second post, in Üsküdar as Mutasarrif.
The salary went from 400 kuruş a month in 1857/58 to 6,000 in 1893/94, the peak, as Mutasarrif in Üsküdar, when 98 per cent of paid officials earned less. Over 31 years the salaries add up to 679,200 kuruş, 4.3 times what an official on the median salary earned, a level reached by fewer than 7 per cent of the 4,381 officials paid for five years or more. The last annual entry is for 1893/94.
