Mehmet Rifat Efendi

Mehmet Rifat Efendi was born in Kütahya in 1848/49 (AH 1265). The annual lists begin in 1864/65, with Mehmet Rifat as Tahrir Kalemi mülazımı in Kütahya, the birthplace, where the entries run to 1872/73. Pay rose from 250 kuruş a month in 1866/67 to a peak of 350 in 1873/74, in Eskişehir, when 40 per cent of paid officials earned less.
