Life and register readings
Mustafa Fehmi Efendi was born in Mecca (Mekke) in 1858/59 (AH 1275); the father's occupation was "Mekke Dâvudiye Medresesi müderrisi". At about 12, in 1870/71, Mustafa Fehmi began work. The first annual entry, for 1870/71, names Mustafa Fehmi as Hicaz Vilayeti Mektupçu Kalemi mülazımı, with no place. Alongside, the lists for 1886 to 1888 give a second post, in Jeddah as Cidde Sancağı tahrirat müdürü. Mustafa Fehmi then moved to Bayt al-Faqih (Beytülfakih) from 1888 to 1891, then back to Jeddah from 1894 to 1896. Alongside, the lists for 1895/96 give a second post, in Istanbul as Cidde tahrirat müdürlüğünden izin. Next came Jisr al-Shughur (Cisr-i Şugur) in 1899/1900. Alongside, the lists for 1899/1900 give a second post, in Elbistan as Elbistan kaymakamı. The annual lists then follow Mustafa Fehmi to Idlib (İdlib) and Harem (Harim) from 1900 to 1907. Alongside, the lists for 1906/07 give a second post, in Jisr al-Shughur as Cisr-i Şuğur kaymakamı. Istanbul, about 2,400 km from Mecca, was the post farthest from the birthplace; fewer than 2 per cent of the 5,339 officials with a known birthplace and place of service served as far from home.
Pay rose from 100 kuruş a month in 1872/73 to a peak of 1,750 in 1888/89, in Bayt al-Faqih, when 91 per cent of paid officials earned less. The last annual entry is for 1906/07.
