Life

Born in Bursa in 1876/77 (AH 1293), Hacı İsmail Hakkı Efendi came from the Muslim (Müslüman) community; the father was a tradesman (esnaf). At about 15, in 1890/91, İsmail Hakkı began work in Mecca (Mekke), with four unpaid years as a mülazım (apprentice) before a first salary of 400 kuruş. The first annual entry, for 1894/95, places İsmail Hakkı in Jeddah (Cidde) as a communications official (Muhabere Memuru). İsmail Hakkı then moved to Suakin (Sevakin) from 1896 to 1902, then Istanbul, Al-Faw (Fav) and Aleppo (Halep) from 1903 to 1906. The last posts were in Yozgat from 1906 to 1909. Few officials served on three continents (Africa, Asia and Europe); fewer than 2 per cent of the 5,200 officials with a place of service did. Suakin, about 2,450 km from Bursa, was the post farthest from the birthplace; fewer than 4 per cent of the 5,162 officials with a known birthplace and place of service served as far from home.

Pay rose from 400 kuruş a month in 1894/95 to a peak of 1,650 in 1904/05, as Müdür in Al-Faw, when 95 per cent of paid officials earned less. The peak lasted a single year; the next list gives 1,200 kuruş. The last annual entry is for 1908/09. An entry in "Sicill-i Ahval defterlerine göre Bursalı memurlar" by DERVİŞ ŞAFAK TOPRAK (2019) probably refers to İsmail Hakkı, since the name, the birthplace and the archive register and second number agree.
