İBRAHİM FEHMİ EFENDİ was born in Varna in 1877/78 (AH 1294). Work began in Bandırma in 1895/96, at about 18. The first annual entry, for 1895/96, places İBRAHİM FEHMİ in Bandırma as Düyun-ı Umumiye Nezareti Tahrirat Kalemi mülazımı. Next came Bursa in 1900/01. Alongside, the lists for 1900/01 give a second post, in a post with no place named as Görevin sona ermesi. At the same time, from 1900 to 1903, the lists also place İBRAHİM FEHMİ in Bandırma as Düyun-ı Umumiye Müdürlüğü mülazımı. Alongside, the lists for 1902 to 1905 give a second post, in Kütahya as Düyun-ı Umumiye İdaresi Mukayyidi. Alongside, the lists for 1904/05 give a second post, in Bilecik as Düyun-ı Umumiye İdaresi Tahrirat Kâtibi. The lists give Infisal for 1896/97 instead of a title.

Pay rose from 190 kuruş a month in 1900/01 to a peak of 300 in 1904/05, in Bilecik, when 29 per cent of paid officials earned less. Over four years the salaries add up to 10,680 kuruş, 55 per cent of what an official on the median salary earned. The last annual entry is for 1904/05.
