Abdullah Hulusi Efendi was born in Pınarhisar in 1881/82 (AH 1299) into the Muslim (Müslüman) community; the father was a policeman (polis). Schooling took seven years, at a middle school (Rüşdiye Mektebi).

Work began in Babaeski (Baba-yı Atik) in 1905/06, at about 23, paid from the start, on 300 kuruş a month. The annual lists begin in 1909/10, with Abdullah Hulusi as Muayene Memuru in Zlatograd (Darıdere). The last post was in Osmaneli (Lefke) in 1911, with a rise to communications official (Muhabere Memuru).

Pay rose from 300 kuruş a month in 1909/10 to a peak of 400 in 1911, as Muhabere Memuru in Osmaneli, when 29 per cent of paid officials earned less.
