Life and register readings
İsmail Hakkı Efendi was born in Gelibolu in 1845/46 (AH 1262); the father's occupation was "Ağnam-ı Şahane Müdürü". The first salary was 500 kuruş a month. The annual lists begin in 1878, with İsmail Hakkı as Şehremaneti Tahsilat Kalemi memuru in Istanbul, where the entries run to 1880/81. Next came Elbistan, Genç, Siirt and Karataş, four places in 12 years. At the same time, from 1892/93, the lists also place İsmail Hakkı in Boğazlıyan as a district governor (Kaymakam). İsmail Hakkı then moved to Taşköprü from 1893 to 1895. Alongside, the lists for 1894 to 1899 give a second post, in a post with no place named as Kaymakam. Alongside, the lists for 1898 to 1903 give a second post, in Akdağmadeni as Kaymakam. Alongside, the lists for 1900/01 give a second post, in Eleftheroupoli as Kaymakam. The last entry, for 1902/03, names İsmail Hakkı as Kaymakam, with no place. Seven provinces on two continents in all, a number reached by fewer than 2 per cent of the 6,605 officials with a place of service.
Pay rose from 1,000 kuruş a month in 1878 to a peak of 2,500 in 1895/96, as Kaymakam, when 94 per cent of paid officials earned less. The peak lasted a single year; the next list gives 1,125 kuruş. The last annual entry is for 1902/03.
