Life and register readings
The life of Veli Efendi began in Kirkuk (Kerkük) in 1853/54 (AH 1270). Veli studied at a school for young children (Sıbyan Mektebi). The personnel record dates the first work in Karbala (Kerbela) to 1881/82, after the first annual entry, on a first salary of 188 kuruş. The first annual entry, for 1874/75, names Veli as Gönüllü asker (çavuş), with no place. Alongside, the lists for 1881 to 1885 give a second post, in Karbala as Muhasebe kalemi devam. At the same time, from 1884/85, the lists also place Veli in a post with no place named as Arazi-i seniyye kâtibi. In place of a title the lists give Infisal for 1884/85.
Pay rose from 188 kuruş a month in 1881/82 to a peak of 200 in 1884/85, when 12 per cent of paid officials earned less. In all, four years of salary come to 8,976 kuruş, 46 per cent of what an official on the median salary earned in those years. The last annual entry is for 1884/85.
