TAHİR EFENDİ was born in Kirkuk (Kerkük) in 1870/71 (AH 1287), into the İslam community, and the father's occupation was "Alay imamı". Work began in 1887/88, at about 17. The annual lists begin in 1887/88, with TAHİR as Mülazım (telgraf) and no place named. For 1888 to 1893 the lists have no entry. TAHİR then moved to Cedide and Istanbul from 1893 to 1896, then a post with no place named from 1896 to 1902. The lists have no entry for 1897 to 1901. The last post was in Derince in 1903/04.
