Yusuf Ziya Bey was born in Diyarbakır in 1871/72 (AH 1288). At about 26, in 1897/98, Yusuf Ziya began work in Diyarbakır, on a first salary of 500 kuruş. The annual lists begin in 1897/98, with Yusuf Ziya as Vilayet Maiyet Memuru in Diyarbakır, the birthplace. The lists have no entry for 1899 to 1905.
