Mehmed Necmettin Efendi was born in Diyarbakır in 1868/69 (AH 1285). The annual lists begin in 1888/89, with Mehmed Necmettin as bidayet mahkemesi ikinci katibi in Cizre. Next came a return to Diyarbakır, the birthplace, from 1889 to 1905. For 1890 to 1893 the lists have no entry. Alongside, the lists for 1896/97 give a second post, in Lice as tahsil memuru.
