Life#
Born in Benghazi (Bingazi) in 1876/77 (AH 1293) into the Muslim (Müslüman) community, Mustafa Talat Efendi was the child of a clerk (katip). Mustafa Talat had seven years of schooling, at a middle school (Rüşdiye Mektebi), and wrote Turkish and spoke Arabic.
At about 16, in 1892/93, Mustafa Talat began work in Istanbul, with two unpaid years as a mülazım (apprentice) before a first salary of 100 kuruş. From 1894/95 to 1903/04 every annual entry places Mustafa Talat in Istanbul, first as an official for incoming items (Mevrude Memuru), from 1901/02 as an official for outgoing items (Mersule Memuru).
Pay rose from 100 kuruş a month in 1894/95 to a peak of 300 in 1903/04, as Mersule Memuru in Istanbul, when 23 per cent of paid officials earned less. In all, ten years of salary come to 23,400 kuruş, 39 per cent of what an official on the median salary earned in those years. The final annual entry is for 1903/04.
