Life and register readings
Born in Kirkuk (Kerkük) in 1852/53 (AH 1269), VELİ TEVFİK EFENDİ came from the İslam community; the father was a tax farmer (mültezim). VELİ TEVFİK studied at a school for young children (Sıbyan Mektebi).
At about 14, in 1866/67, VELİ TEVFİK began work. The annual lists begin in 1866/67, with VELİ TEVFİK as mülazım (tahrirat kalemi) and no place named. The lists have no entry for 1870 to 1872.
