Life and register readings
Born in Bursa in 1877/78 (AH 1294), İstirati Efendi came from the Hristiyan community; the father was a tradesman (esnaf). Work began in 1895/96, at about 18. The first annual entry, for 1895/96, names İstirati as baş ecnebi muhâbere me’muriyeti (mülazemet), with no place. Alongside, the lists for 1902/03 give a second post, in Beyoğlu as muhâberat terakkî me’muriyeti. The lists give İstifa (resignation) for 1902/03 instead of a title.
The salary went from 250 kuruş a month in 1896/97 to 350 in 1899/1900, the peak, when 39 per cent of paid officials earned less. The last annual entry is for 1902/03.
