MUHAMMED EMİN EFENDİ was born in Kirkuk (Kerkük) in 1856/57 (AH 1273); the father was a merchant (tüccar). The schooling was at a school for young children (Sıbyan Mektebi).
Work began in Karbala (Kerbela) in 1882/83, at about 26, on a first salary of 300 kuruş. The annual lists begin in 1882/83, with MUHAMMED EMİN as Enhar-ı Hüseyniyye sed memuru in Karbala, where the entries run to 1888/89. For 1889 to 1897 the lists have no entry. At the same time, from 1888/89, the lists also place MUHAMMED EMİN in a post with no place named as istifa (İnfisal). The annual lists then follow MUHAMMED EMİN to Al-Karak in 1897/98.
