Life and register readings
Mustafa Efendi was born in Sivas in 1855/56 (AH 1272); the father's occupation was "askerî yüzbaşı". Work began in Sivas in 1868/69, at about 13. Few began so young; fewer than 5 per cent of the 5,664 officials whose age at first work is known started at 13 or younger. The annual lists begin in 1868/69, with Mustafa as muhasebe kalemi stajyeri and no place named. For 1873 to 1878 the lists have no entry. The annual lists then follow Mustafa back to Sivas, the birthplace, from 1878 to 1880, with a rise to vilayet merkez komisyonu başkâtibi. The last post was in Sivas again in 1885/86. The lists have no entry for 1882 to 1884.
Pay rose from 40 kuruş a month in 1869/70 to a peak of 600 in 1881/82, when 67 per cent of paid officials earned less. The peak lasted a single year; the next list gives 400 kuruş.
