Life and register readings
Mehmed Rifat Bey was born in Baghdad (Bağdat) in 1861/62 (AH 1278); the father's occupation was "Ankara vilayeti telgraf müfettişi". Work began in Baghdad in 1878, at about 16, on a first salary of 70 kuruş. The annual lists begin in 1878, with Mehmed Rifat as Vilayet temyiz meclisi mübeyyizi in Baghdad, the birthplace.
