Mehmet Refik Efendi was born in Erzincan in 1885/86 (AH 1303) into the Muslim (Müslüman) community. Schooling took seven years, at a middle school (Rüşdiye Mektebi); Mehmet Refik also held a qualification (a diploma, certificate, training or decoration).

At about 15, in 1900/01, Mehmet Refik began work in Mamervan, paid from the start, on 150 kuruş a month. Both annual entries, for 1910/11 and 1911, place Mehmet Refik in Erzincan, the birthplace, as a communications official (Muhabere Memuru).
