Born in Eleftheroupoli (Pravişte) in 1874/75 (AH 1291), Salih Efendi came from the Muslim (Müslüman) community. Salih had seven years of schooling, at a middle school (Rüşdiye Mektebi), and held a qualification (a diploma, certificate, training or decoration).

Work began in Leskovik in 1909/10, at about 35, paid from the start, on 150 kuruş a month. Fewer than 2 per cent of the 5,128 officials whose age at first work is known began work at 35 or older. The first annual entry, for 1909/10, places Salih in Leskovik as a candidate official (Mülazım). In 1911 the lists place Salih in Ioannina (Yanya).
