Life#
Born in Ioannina (Yanya) in 1888/89 (AH 1306), Osman Tevfik Efendi came from the Muslim (Müslüman) community; the father was an accounts official (muhasebe memuru). Schooling took seven years, at a middle school (Rüşdiye Mektebi); Osman Tevfik also wrote Turkish and spoke Greek (Rum), and held a qualification (a diploma, certificate, training or decoration).
At about 18, in 1907/08, Osman Tevfik began work in Ioannina, paid from the start, on 150 kuruş a month. From the first annual entry, for 1909/10, to 1911/12, every annual entry places Osman Tevfik in the same post, communications official (Muhabere Memuru), in Ioannina, the birthplace.
