Ahmet Cemil Efendi was born in Istanbul in 1886/87 (AH 1304) into the Muslim (Müslüman) community; the father was an official of the Public Debt Administration (düyun-ı umumiye memuru). Schooling took seven years, at a middle school (Rüşdiye Mektebi).

Ahmet Cemil began work in Istanbul in 1904/05, at about 17, with two unpaid years as a mülazım (apprentice) before a first salary of 100 kuruş. Both annual entries, for 1906/07 and 1907/08, place Ahmet Cemil in Istanbul, the birthplace, in the office for important affairs (Mühimme Kalemi).

The salary never rose above the first in the lists, 100 kuruş a month in 1906/07, in the Mühimme Kalemi in Istanbul, when 2 per cent of paid officials earned less. The last annual entry is for 1907/08.
