Born in Istanbul in 1886/87 (AH 1304), İbrahim Vasıf Efendi came from the Muslim (Müslüman) community; the father was a clerk (ketebe). Schooling took 12 years, at Darüşşafaka, the school for orphans in Istanbul; İbrahim Vasıf also attended the telegraph school and wrote French as well as Turkish.

At about 19, in 1906/07, İbrahim Vasıf began work in Istanbul, paid from the start, on 300 kuruş a month. Both annual entries, for 1906/07 and 1907/08, place İbrahim Vasıf in Istanbul, the birthplace, as an official for foreign communications (Muhaberat-ı Ecnebiye Memuriyeti).
