Ali Teymur Efendi was born in Konitsa (Koniçe) in 1884/85 (AH 1302), into the Muslim (Müslüman) community. Schooling took seven years, at a middle school (Rüşdiye Mektebi); Ali Teymur also wrote Turkish and spoke Greek (Rum), and held a qualification (a diploma, certificate, training or decoration).

Work began in Konitsa in 1906/07, at about 21, with one unpaid year as a mülazım (apprentice) before a first salary of 250 kuruş. Both annual entries, for 1907/08 and 1908/09, place Ali Teymur in Preveza (Preveze) as a communications official (Muhabere Memuru).

The salary never rose above the first in the lists, 250 kuruş a month in 1907/08, as Muhabere Memuru in Preveza, when 28 per cent of paid officials earned less. The last annual entry is for 1908/09.
