Life#
Hasan Fehmi Efendi was born in Crete (Girit) in 1879/80 (AH 1297) into the Muslim (Müslüman) community; the father was a farmer (çiftçi). Schooling took seven years, at a middle school (Rüşdiye Mektebi). Hasan Fehmi knew five languages, Arabic, French, Greek (Rum), Italian and Turkish, all in writing, a number reached by fewer than 2 per cent of the 5,211 officials.
Work began in Benghazi (Bingazi) in 1904/05, at about 24, with one unpaid year as a mülazım (apprentice) before a first salary of 800 kuruş. The annual lists begin in 1905/06, with Hasan Fehmi as a communications official (Muhabere Memuru) in Tripoli (Trablusgarp), where the entries run to 1908/09. The last post was in Benghazi in 1909/10.
The salary never rose above the first in the lists, 800 kuruş a month in 1905/06, as Muhabere Memuru in Tripoli, when 78 per cent of paid officials earned less. In all, five years of salary come to 48,000 kuruş, 2 times what an official on the median salary earned in those years. The final annual entry is for 1909/10.
