Life

Born in Al Diwaniyah (Divaniye) in 1879/80 (AH 1297), Mehmet Tevfik Efendi came from the Muslim (Müslüman) community; the father was a director (müdür). Schooling took seven years, at a middle school (Rüşdiye Mektebi); Mehmet Tevfik also held a qualification (a diploma, certificate, training or decoration).

At about 22, in 1902/03, Mehmet Tevfik began work in Hillah (Hille), with three unpaid years as a mülazım (apprentice) before a first salary of 200 kuruş. Every annual entry from 1905/06 to 1907/08 places Mehmet Tevfik in the same post, communications official (Muhabere Memuru), in Baghdad (Bağdat).

The salary never rose above the first in the lists, 200 kuruş a month in 1905/06, as Muhabere Memuru in Baghdad, when 8 per cent of paid officials earned less. In all, three years of salary come to 7,200 kuruş, 48 per cent of what an official on the median salary earned in those years. The final annual entry is for 1907/08.
