Life#
Born in Konitsa (Koniçe) in 1880/81 (AH 1298) into the Muslim (Müslüman) community, Hilmi Efendi was the child of a mayor (belediye reisi). Hilmi had seven years of schooling, at a middle school (Rüşdiye Mektebi), and wrote Greek (Rum) as well as Turkish.
At about 16, in 1897/98, Hilmi began work in Konitsa, with three unpaid years as a mülazım (apprentice) before a first salary of 200 kuruş. The first annual entry, for 1900/01, places Hilmi in Leskovik as a communications official (Muhabere Memuru). Next came Paramythia (Aydonat), Elassona (Alasonya) and Moykovac from 1902 to 1906, with a rise to director of the third grade (3. Müdür) in 1905/06. The last post was in Gjakova (Yakova) in 1906/07.
The salary went from 200 kuruş a month in 1900/01 to 600 in 1905/06, the peak, as 3. Müdür in Moykovac, when two in three paid officials earned less. The final annual entry is for 1906/07.
