Mustafa Efendi was born in Doğubayazıt (Bayezid) in 1886/87 (AH 1304) into the Muslim (Müslüman) community; the father was an army captain (yüzbaşı). Schooling took seven years, at a middle school (Rüşdiye Mektebi).

Work began in Başkale in 1906/07, at about 19, paid from the start, on 300 kuruş a month. The annual lists begin in 1908/09, with Mustafa as a communications official (Muhabere Memuru) in Başkale, where the entries run to 1910/11. In 1911 the lists place Mustafa in Muş.
