Life#
Born in Aleppo (Halep) in 1874/75 (AH 1291), Mehmet Cemil Efendi came from the Muslim (Müslüman) community; the father was a regimental quartermaster (alay emini). Work began in Aleppo in 1898/99, at about 24, paid from the start, on 400 kuruş a month. Every annual entry from 1898/99 to 1905/06 places Mehmet Cemil in Aleppo, the birthplace, first as a communications official (Muhabere Memuru), from 1899/1900 in the correspondence office (Tahrirat Kalemi).
The salary never rose above the first in the lists, 400 kuruş a month in 1898/99, as Muhabere Memuru in Aleppo, when 31 per cent of paid officials earned less.
