Life

Born in Konya in 1868/69 (AH 1285) into the Muslim (Müslüman) community, Mehmet Emin Efendi was the child of a senior clerk (hacegân). Mehmet Emin had seven years of schooling, at a middle school (Rüşdiye Mektebi).

At about 32, in 1900/01, Mehmet Emin began work in Istanbul, with one unpaid year as a mülazım (apprentice) before a first salary of 250 kuruş. Of the 5,128 officials whose age at first work is known, fewer than 3 per cent started at 32 or older. The first annual entry, for 1901/02, places Mehmet Emin in Koprubasi as Sube Memuru. The last posts were in Beşiktaş from 1902 to 1904.

Pay rose from 250 kuruş a month in 1901/02 to a peak of 350 in 1903/04, as Sube Memuru in Beşiktaş, when 32 per cent of paid officials earned less.
