Life#
Born in Elbasan (İlbasan) in 1864/65 (AH 1281) into the Greek Orthodox Christian (Rum) community, Mina Efendi was the child of a telegraph official (telgraf memuru). Mina had four years of schooling, at a community school (Millet Mektebi), and wrote French and Italian.
Work began in Shkodër (İşkodra) in 1884/85, at about 20, with half a year without pay as a mülazım (apprentice) before a first salary of 285 kuruş. The annual lists begin in 1884/85, with Mina as Huk Memuru in Thessaloniki (Selanik), where the entries run to 1897/98. The lists have no entry for 1898 to 1902. The last post was in Çanakkale in 1902/03, with a rise to official for foreign communications (Muhaberat-ı Ecnebiye Memuriyeti).
Pay rose from 285 kuruş a month in 1884/85 to a peak of 400 in 1902/03, as Muhaberat-ı Ecnebiye Memuriyeti in Çanakkale, when one in three paid officials earned less. In all, 15 years of salary come to 64,440 kuruş, 71 per cent of what an official on the median salary earned in those years. The last annual entry is for 1902/03.
