Life#
Mustafa Behçet Bey was born in Istanbul in 1876/77 (AH 1293) into the Muslim (Müslüman) community; the father was a finance director (mal müdürü). Work began in the Dahiliye Kalemi in Istanbul in 1894/95, at about 18, paid from the start, on 20 kuruş a month. The first annual entry, for 1894/95, places Mustafa Behçet in Istanbul, the birthplace, in the Dahiliye Kalemi, where the entries run to 1901/02, with a rise to a post in the control office (Kontrol Kalemi) in 1900/01. Next came Alexandroupoli (Dedeağaç), Pristina (Priştine), Kırşehir and Ertugrul, four places in five years, with a rise to assistant at a court of first instance (Bidayet Mahkemesi Muavini) in 1902/03. The last posts were in İzmit from 1907 to 1909. Few officials served in as many provinces; fewer than 7 per cent of the 5,200 officials with a place of service did.
The salary went from 20 kuruş a month in 1894/95 to 1,260 in 1902/03, the peak, as Bidayet Mahkemesi Muavini in Alexandroupoli, when 92 per cent of paid officials earned less. Pay rose to 63 times the first salary; only 16 of the 2,859 officials paid for ten years or more rose as far. The final annual entry is for 1908/09. The honours of Mustafa Behçet were a rank (rütbe) and the Mecidi order.
