Melkon İskender Efendi was born in Istanbul in 1835/36 (AH 1251), into the Armenian Christian (Ermeni) community. Schooling took 12 years, at the School of Commerce (Ticaret Mektebi); Melkon İskender also wrote Armenian, French and Turkish. Few officials studied at the School of Commerce (Ticaret Mektebi); only 7 of the 5,146 officials with a school did.

Work began in Istanbul in 1867/68, at about 32, with four unpaid years as a mülazım (apprentice) before a first salary of 1,500 kuruş. From 1871/72 to 1886/87 every annual entry places Melkon İskender in Istanbul, the birthplace, with four changes of title, from Iflas Komitesi Azasi to 1. Ticaret Mahkemesi Azasi in 1886/87.

The salary went from 1,500 kuruş a month in 1871/72 to 2,750 in 1878/79, the peak, as 2. Ticaret Mahkemesi Azasi in Istanbul, when 95 per cent of paid officials earned less. Over 18 years pay ended below where it began, 1,000 kuruş against 1,500. Over the years with a salary, pay stood on average in the top 7.3 per cent of each year's paid officials, a standing reached by 49 of the 3,805 officials paid for five years or more.
