Şevki Efendi was born in Razgrad (Hezargrad) in 1883/84 (AH 1301) into the Muslim (Müslüman) community. Schooling took seven years, at a middle school (Rüşdiye Mektebi).

Şevki began work in Eyüpsultan in 1903/04, at about 19, with one unpaid year as a mülazım (apprentice) before a first salary of 30 kuruş. Every annual entry from 1904/05 to 1906/07 places Şevki in the same office, documents office (Evrak Kalemi), in Istanbul.

The salary never rose above the first in the lists, 50 kuruş a month in 1904/05, in the Evrak Kalemi in Istanbul, when fewer than 1 per cent of paid officials earned less.
