Life#
Born in Istanbul in 1875/76 (AH 1292), Osman Cemal Efendi came from the Muslim (Müslüman) community; the father was an office servant (hademe). Osman Cemal had seven years of schooling, at a middle school (Rüşdiye Mektebi).
At about 16, in 1891/92, Osman Cemal began work in Istanbul, with five unpaid years as a mülazım (apprentice) before a first salary of 100 kuruş. From 1896/97 to 1911/12 every annual entry places Osman Cemal in Istanbul, the birthplace, first in the goods and stores office (Eşya Kalemi), from 1900/01 in the documents office (Evrak Kalemi).
The salary went from 100 kuruş a month in 1896/97 to 400 in 1909/10, the peak, in the Evrak Kalemi in Istanbul, when one in three paid officials earned less. Over 17 years the salaries add up to 51,120 kuruş, 50 per cent of what an official on the median salary earned. The final annual entry is for 1911/12.
