Yusuf Ziya Efendi was born in Servia (Serfiçe) in 1883/84 (AH 1301) into the Muslim (Müslüman) community; the father was a telegraph director (telgraf müdürü). Schooling took seven years, at a middle school (Rüşdiye Mektebi); Yusuf Ziya also held a qualification (a diploma, certificate, training or decoration).

Yusuf Ziya began work in Istanbul in 1902/03, at about 18, with two unpaid years as a mülazım (apprentice) before a first salary of 100 kuruş. From the first annual entry, for 1904/05, to 1906/07, every annual entry places Yusuf Ziya in the same post, communications official (Muhabere Memuru), in Istanbul.
