Hasan Tahsin Efendi was born in Istanbul in 1879/80 (AH 1297) into the Muslim (Müslüman) community; the father was a district governor or lieutenant colonel (kaymakam). Schooling took seven years, at a middle school (Rüşdiye Mektebi).

At about 23, in 1903/04, Hasan Tahsin began work in Hınıs, with three unpaid years as a mülazım (apprentice) before a first salary of 300 kuruş. Both annual entries, for 1906/07 and 1907/08, place Hasan Tahsin in Ağrı (Karakilise) as a communications official (Muhabere Memuru).

The salary never rose above the first in the lists, 300 kuruş a month in 1906/07, as Muhabere Memuru in Ağrı, when one in four paid officials earned less. The last annual entry is for 1907/08.
