Mehmet Fevzi Efendi was born in Nevşehir in 1886/87 (AH 1304) into the Muslim (Müslüman) community; the father was a finance director (mal müdürü). Schooling took seven years, at a middle school (Rüşdiye Mektebi).

At about 16, in 1903/04, Mehmet Fevzi began work in Nevşehir, with three unpaid years as a mülazım (apprentice) before a first salary of 200 kuruş. Both annual entries, for 1906/07 and 1907/08, place Mehmet Fevzi in Ereğli as a communications official (Muhabere Memuru).

The salary never rose above the first in the lists, 200 kuruş a month in 1906/07, as Muhabere Memuru in Ereğli, when one in ten paid officials earned less. The last annual entry is for 1907/08.
