Life#
Born in Nevşehir in 1880/81 (AH 1298), Mehmet Rifat Efendi came from the Muslim (Müslüman) community; the father's occupation was "düyunı umumiye memuru". Schooling took seven years, at a middle school (Rüşdiye Mektebi).
Mehmet Rifat began work in Beyoğlu in 1897/98, at about 16, with four unpaid years as a mülazım (apprentice) before a first salary of 120 kuruş. Every annual entry from 1901/02 to 1906/07 places Mehmet Rifat in Beyoğlu, first as a communications official (Muhabere Memuru), from 1902/03 as an official for foreign communications (Muhaberat-ı Ecnebiye Memuriyeti).
