Born in Tarsus in 1872/73 (AH 1289), Mustafa Hazim Efendi came from the Muslim (Müslüman) community; the father was an army major (binbaşı). Schooling took seven years, at a middle school (Rüşdiye Mektebi); Mustafa Hazim also wrote Arabic as well as Turkish and held a qualification (a diploma, certificate, training or decoration).

Mustafa Hazim began work in Damascus (Şam) in 1882/83, at about 11, with ten unpaid years as a mülazım (apprentice) before a first salary of 400 kuruş.
