Life#
Mehmet Fehmi Efendi was born in Plovdiv (Filibe) in 1872/73 (AH 1289) into the Muslim (Müslüman) community. Schooling took seven years, at a middle school (Rüşdiye Mektebi); Mehmet Fehmi also wrote Bulgarian, French and Turkish, and held a qualification (a diploma, certificate, training or decoration).
At about 20, in 1892/93, Mehmet Fehmi began work in Skopje (Üsküp), with three unpaid years as a mülazım (apprentice) before a first salary of 700 kuruş. The annual lists begin in 1895/96, with Mehmet Fehmi as a communications official (Muhabere Memuru) in Dojran (Doyran). Next came Ioannina (Yanya), Başkale, Erciş, Ahire and Kofçaz, five places in eight years, with a rise to director of the third grade (3. Müdür) in 1902/03. The last post was in Evreşe in 1904/05.
The salary never rose above the first in the lists, 700 kuruş a month in 1895/96, as Muhabere Memuru in Dojran, when three in four paid officials earned less. The peak lasted a single year; the next list gives 400 kuruş. Over ten years pay ended below where it began, 500 kuruş against 700. The final annual entry is for 1904/05.
