Ali Rıza Efendi was born in Jaffa (Yafa) in 1886/87 (AH 1304) into the Muslim (Müslüman) community; the father was a finance director (mal müdürü). Schooling took seven years, at a middle school (Rüşdiye Mektebi).

Work began in Ayasofya in 1905/06, at about 18, paid from the start, on 100 kuruş a month. From the first annual entry, for 1905/06, to 1907/08, every annual entry places Ali Rıza in the same post, postal official (Posta Memuru), in Ayasofya.
