Life#
Born in Istanbul in 1874/75 (AH 1291), Hüseyin Talat Efendi came from the Muslim (Müslüman) community; the father was a telegraph director (telgraf müdürü). Hüseyin Talat had seven years of schooling, at a middle school (Rüşdiye Mektebi), wrote French as well as Turkish, and held a qualification (a diploma, certificate, training or decoration).
At about 14, in 1887/88, Hüseyin Talat began work in İnegöl, with six unpaid years as a mülazım (apprentice) before a first salary of 400 kuruş. The first annual entry, for 1893/94, places Hüseyin Talat in Chania (Hanya) as a communications official (Muhabere Memuru), where the entries run to 1896/97. Next came Ioannina (Yanya) from 1897 to 1899. The last posts were in Tekirdağ from 1900 to 1906, with a rise to chief communications official (Başmuhabere Memuru).
Pay rose from 400 kuruş a month in 1893/94 to a peak of 500 in 1900/01, as Başmuhabere Memuru in Tekirdağ, when 47 per cent of paid officials earned less. The last annual entry is for 1905/06.
