Life#
Born in Istanbul in 1884/85 (AH 1302), Ali Riza Efendi came from the Muslim (Müslüman) community; the father was an army major (binbaşı). Ali Riza had nine years of schooling, at the Alman Mektebi, and wrote French as well as Turkish. Few officials studied at Alman Mektebi; no other of the 5,146 officials with a school did.
At about 15, in 1899/1900, Ali Riza began work in Istanbul, with five unpaid years as a mülazım (apprentice) before a first salary of 75 kuruş. Both annual entries, for 1904/05 and 1905/06, place Ali Riza in Istanbul, the birthplace, as an official for foreign communications (Muhaberat-ı Ecnebiye Memuriyeti).
The salary never rose above the first in the lists, 75 kuruş a month in 1904/05, as Muhaberat-ı Ecnebiye Memuriyeti in Istanbul, when 1 per cent of paid officials earned less. The final annual entry is for 1905/06.
