Life#
Born in Istanbul in 1874/75 (AH 1291) into the Muslim (Müslüman) community, Ahmet Şükrü Efendi was the child of a clerk (katip). Ahmet Şükrü had seven years of schooling, at a middle school (Rüşdiye Mektebi), wrote Arabic, French and Turkish, and held a qualification (a diploma, certificate, training or decoration).
Work began in Damascus (Şam) in 1889/90, at about 16, with five unpaid years as a mülazım (apprentice) before a first salary of 285 kuruş. The annual lists begin in 1894/95, with Ahmet Şükrü as a communications official (Muhabere Memuru) in Damascus. Next came five places in nine years, with a rise to official for foreign communications (Muhaberat-ı Ecnebiye Memuriyeti) in 1902/03. The last post was in Berane in 1905/06. The farthest post, Al Hudaydah, lay about 3,200 km from Istanbul, and fewer than 2 per cent of the 5,162 officials with a known birthplace and place of service served as far from the birthplace. Few officials served in as many provinces; fewer than 7 per cent of the 5,200 officials with a place of service did.
Pay rose from 285 kuruş a month in 1894/95 to a peak of 1,200 in 1902/03, as Muhaberat-ı Ecnebiye Memuriyeti in Al Hudaydah, when 91 per cent of paid officials earned less. The peak lasted a single year; the next list gives 1,000 kuruş. The final annual entry is for 1905/06.
