Life#
Ali Mazhar Efendi was born in Istanbul in 1874/75 (AH 1291) into the Muslim (Müslüman) community. Schooling took seven years, at a middle school (Rüşdiye Mektebi); Ali Mazhar also wrote French as well as Turkish and held a qualification (a diploma, certificate, training or decoration).
Work began in Giresun in 1886/87, at about 13, with six unpaid years as a mülazım (apprentice) before a first salary of 400 kuruş. Of the 5,128 officials whose age at first work is known, fewer than 6 per cent started at 13 or younger. The first annual entry, for 1892/93, places Ali Mazhar in Giresun as a communications official (Muhabere Memuru). The annual lists then follow Ali Mazhar to Shkodër in 1893/94, as an official for foreign communications (Muhaberat-ı Ecnebiye Memuriyeti), then Sivas from 1894 to 1904. The last post was in Akçaabat (Polathane) in 1904/05, with a rise to director of the third grade (3. Müdür).
Pay rose from 400 kuruş a month in 1892/93 to a peak of 600 in 1904/05, as 3. Müdür in Akçaabat, when two in three paid officials earned less. The last annual entry is for 1904/05.
