Born in Yozgat in 1880/81 (AH 1298) into the Muslim (Müslüman) community, Ömer Sabri Efendi was the child of a telegraph official (telgraf memuru). Ömer Sabri was taught by a private teacher.
Work began in Yozgat in 1900/01, at about 19, with five unpaid years as a mülazım (apprentice) before a first salary of 150 kuruş. Both annual entries, for 1905/06 and 1906/07, place Ömer Sabri in Kayseri as a communications official (Muhabere Memuru).
