Life#
FAZLI EFENDİ was born in Yozgat in 1877/78 (AH 1294) into the Muslim (Müslüman) community; the father was a director (müdür). Schooling took seven years, at a middle school (Rüşdiye Mektebi); FAZLI also wrote Arabic as well as Turkish.
The personnel record dates the first work in Ioannina (Yanya) to 1896/97, after the first annual entry, paid from the start, on 300 kuruş a month. The first annual entry, for 1895/96, places FAZLI in Zara as a communications official (Muhabere Memuru). The annual lists then follow FAZLI to Ioannina from 1896 to 1898. The last posts were in Havran from 1898 to 1904.
